Easy to find. But inactive (grey) an can't be clicked.
version 14.0.0.

Update:
PHP view: New projects enabled
C++ view: New projects enabled
Node.js view: New projects disabled

Node JS workspace does not support the concept of the projects.
It's just a plain folders
