The latest versions of codelite (currently up-to-date with SVN) I build locally (on windows) are missing the 'step-out of routine' debugger icon on the toolbar.

The recently released 3833 has it.

Any idea what I'm missing, or am doing wrong?

Delete the file C:\program files\codelite\config\codelite.layout
