File font encoding issue.

Hi,
Thanks for this great work, I'm pleasantly surprised and I've started to move projects from CB.
I understand that local options, project, workspace, take precedence over global but ReadFileWithConversion always uses the global options and this causes a conflict with the font charset established by the local options. I.e. Set global file font encoding to WINDOWS-437 and proyect local editor preferences to ISO-8859-1. If you open a file with accented characters you can see the difference and thanks for don't make the automatic conversion to utf8 if is saved by error.
