Toolbar icon size doesn't change the space the icons take

I installed CodeLite 2.10 (4778) on Windows 7 x86. I tried using the option (under Editor Settings / Misc) to change toolbar icon size from large to small. After a restart I got smaller icons, but displayed on the exact same size toolbars.

- close codelite
- delete the file

%AppData%/CodeLite/config/codelite.layout

- start codelite
