Is DatabaseExplorer plugin (formerly known as wxDBExplorer) can be taken for my project? Is there a licensing restriction on it?
I would like to use it in my program if possible.

If not, I will probably ask the original creator for the rights.

The Database Explorer was not written by me, but it has GPL license.
If your application is using this license, then I expect that it would be OK to use it.
