[ANN] CodeLite 16.4.0 is available

Hi,

I am happy to announce the release of CodeLite 16.4.0
One of the biggest change in this release is the move to clang toolchain for Windows

CodeLite is no longer built using gcc on Windows

• - Forgot to indicate the news about the release of version 16.7.0 (and on the site too).
• - There is a strange discrepancy on the program website: in the Documentation -> Release Note section, version 17.0.0 is indicated, although only 16.7.0 is on the download page. Wrong spelling?

All versions 16.1, 16.2 etc will end at 17.0
we maintain a single release note file called 17
Once 17 is out (this weekend) - the release note page will be 18 and the releases will be 17.1, 17.2 etc
